Public safety has always been a top priority for the Chairman, and he has undertaken some bold initiatives in that area. After repeated flooding of Keith Creek, the Chairman brought together local contractors and worked with them to come together to clean out the creek and remove impediments to a free-flowing waterway. The contractors pooled their efforts and cleaned out the creek at no cost to taxpayers.

After a close call with a tornado, the Chairman heeded repeated calls for better protection of the citizen’s of the county and installed a public warning siren system and a reverse 911 call system for better warning of impending poor weather or other disasters.

Following extreme storms and the terrible flooding, the Chairman provided clean-up assistance, dumpsters for disposal of storm and flood debris, sand-bagging assistance, and law enforcement support wherever needed. The Chairman responds quickly and sympathetically during the community's times of need.

WinCART

Scott has found many ways to assist the average citizen in making government more responsive and efficient. His WinCART program assists citizens by fielding phone calls of those who do not know which department they need to reach, as well as providing a friendly reception for citizens entering the County Administration Building.

Leaf Pick-up

Following the ban on leaf burning, many citizens were inadvertently left without alternatives. The County Board Chairman initiated a leaf pick-up program for those located within incorporated areas, but still remaining unincorporated. The program has been immensely successful and is in its third year.

2030 Land Use Plan Update

It has been many years since the County’s land use plan has been updated, leading to much confusion on the part of local developers and the public. The Chairman authorized an update of the plan, including the development of a new zoning ordinance, the first in over 30 years. As part of this effort, a Natural Resources Inventory has been undertaken through the WinGIS Dept., in response to a proven need from one of the plan’s focus groups. The actual plan and the Natural Resource Inventory are in the final stages of completion, with the zoning ordinance re-write well underway. In order to keep the process transparent, a number of public meetings have been held throughout the process.
